No fiscal implication to the State is anticipated.

The bill would make adjustments to requirements related to the membership of the board of an intermunicipal commuter rail district. Provisions of the bill would also authorize a board to conduct meetings, both open and closed, by telephone or videoconference. The bill would establish requirements to be met if a board were to choose to conduct a meeting electronically. The bill would take effect September 1, 2005.

It is assumed that if a board were to choose to conduct a meeting by telephone or videoconference, costs associated with the purchase or rental of equipment and meeting space would already be planned for in the board's budget, as well as for the administrative costs related to posting meeting notices. Further, changes to board membership requirements would not likely have a financial impact.

No significant fiscal implication to units of local government is anticipated.
