Fiscal Analysis
The bill would require the School for the Deaf to pay its teachers assignment stipends comparable to those paid in the Austin Independent School District (AISD). The bill also would allow the School to offer salary supplements in order to attract potential hires for hard-to-fill teaching positions, and allow payments for short-term services to be on a daily rate comparable to that of AISD.
Methodology
For assignment stipends, the School estimates an annual cost $106,000, representing $1,000 special education stipends for 78 teachers and $2,000 bilingual education stipends for 14 teachers. For the purposes of this fiscal note, it is assumed that the School would offer salary supplements and comparable daily rates, and it is assumed that their costs would represent an additional cost to the state. It is estimated that four positions each would require a $2,500 salary supplement for a total annual cost, including employee benefits, of $12,974. Based on current staffing, the annual cost of paying short-term services staff at AISD's daily rate is estimated to be $35,502, including employee benefits.
