No significant fiscal implication to the State is anticipated.

The provisions of the bill amend the Labor Code by requiring the Texas Workforce Commission (TWC) to provide employment assistance services (job placement and other employment-related services) to spouses and dependents of military personnel assigned to duty in Texas. TWC, in cooperation with the Local Workforce Development Boards (workforce boards), would provide these services in areas with a defense community.
 
TWC may accept and apply for gifts, grants, donations and appropriations from public and private sources and may use money from job training funds and other money appropriated by the legislature to meet the requirements of the bill.
 
TWC currently performs workforce services and indicates it would not need additional resources to serve the military spouses and dependants and it may already serve a portion of these individuals. It indicates that 10.9 Workforce Development Specialist III FTEs would serve an estimated 4,577 unemployed military spouses/dependents per month for each year.
 
The bill would take effect immediately if it receives the requisite two-thirds votes in each house; otherwise, it would take effect September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
