May 18, 2005

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB250 by West, Royce (Relating to the information contained on a driver's license or personal identification certificate.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code as it relates to the information contained on a driver's license or personal identification certificate.

The bill would require driver's licenses, personal identification certificates, and applications for driver's licenses to include the race or ethnicity of the holder.  A holder must be informed of the right to elect not to have the holder's race or ethnicity stated on the holder's driver's license, personal identification certificate, or application for a driver's license.  The bill applies only to a driver's license or personal identification certificate for which an original or renewal application is submitted on or after the effective date of the bill.  The bill would take effect September 1, 2005.

The Department of Public Safety reports that there would be costs associated with the provisions of the bill.  However, these costs can be absorbed within existing resources.

Local Government Impact
