The bill would expand what constitutes a mass gathering. The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005 and would apply only to applications for a mass gathering submitted on or after the effective date.
It is anticipated that the proposed changes in what would be classified as a mass gathering would lead to an increase in the number of applications submitted to the county for holding a mass gathering. For example, Harris County estimates there would be an increase of about 300 in the number of mass gatherings that would require a permit there. Any increase in the number of applications filed would vary by county. Processing an application for approval or disapproval includes inspections by fire marshals, sheriffs, or county health authorities, although a county is authorized to charge a fee to defray the costs of the inspection.
