Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services
FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board
IN RE:
SB271 by Zaffirini (Relating to the issuance of a certificate of birth resulting in stillbirth on request of a parent.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would require the Department of State Health Services to issue a certificate of birth resulting in stillbirth (as defined by the bill) upon the request of a parent and payment of the required fee. The Department estimates 10 percent of stillbirths would require a certificate of birth resulting in stillbirth, resulting in potential revenue gain of $2,500 to the Vital Statistics account. The Department also estimates costs associated with enhancement of the existing agency database to accomodate preparation of the certificate. It is assumed the Department can absorb the costs within exisiting resources.
Local Government Impact
No fiscal implication to units of local government is anticipated.
