LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 4, 2005

TO:
Honorable Joe Driver, Chair, House Committee on Law Enforcement

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB314 by Gallegos (Relating to the emergency service fee rate in certain 9-1-1 emergency communication districts.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to authorize the 9-1-1 emergency communication district in the Harris County area to impose an emergency service fee at a rate not to exceed 6 percent of the monthly base rate charged a service user by the principal service supplier in the participating jurisdiction. The bill would take effect September 1, 2005 and would apply only to a fee imposed on or after that date.

Under current statute, the emergency service fee may not exceed 3 percent of the monthly base rate.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
