LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 6, 2005

TO:
Honorable Rodney Ellis, Chair, Senate Committee on Government Organization

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB416 by Shapleigh (Relating to the continuation and functions of the Texas Midwifery Board.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would continue the Texas Midwifery Board, which is administratively attached to the Department of State Health Services, and the regulation of midwives through 2017.  The bill would eliminate Board member entitlement to payment for each meeting, require applicants to pass a jurisprudence exam, change the title "documented midwife" to "licensed midwife", eliminate the current late penalty fee structure, and establish a late penalty fee structure based on the renewal fee.  Eliminating board member payments would result in a small savings to General Revenue. No significant fiscal impact is anticipated from the change in the late renewal penalty structure.

Local Government Impact

No fiscal implication to units of local government is anticipated.
