No fiscal implication to the State is anticipated.
The bill would validate an act or governmental proceeding not excepted by the bill and occuring prior to March 1, 2005, and any official, bond, or obligation of a navigation district or port authority except those that on the effective date of the bill are the subject of litigation, those relating to the conveyance by a district of any interest in real property, those that violated requirements related to limitations on sales and use of state lands and flats (Section 61.117, Water Code), or any acts or proceedings that are a misdemeanor or felony offense. The bill would take effect September 1, 2005.
