No significant fiscal implication to the State is anticipated.
Under the bill, the governing board of a general academic teaching institution may not charge tuition under Section 54.0513, or under any other law granting the institution discretion to set the tuition rate, at a rate that exceeds the rate the institution charged the student during the first semester or other academic term the student enrolled in the institution if the student meets the eligibility requirements in the bill. Since the bill impacts designated tuition, which is not appropriated, the only fiscal impact would be administrative costs to the Texas Higher Education Coordinating Board (THECB) and general academic institutions. THEC Board and general academic institutions indicate that they would be able to implement provisions of the bill within existing resources.
