LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 2, 2005

TO:
Honorable Norma Chavez, Chair, House Committee on Border and International Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB569 by Zaffirini (Relating to meetings between representatives of the Texas Department of Transportation and Mexican states on transportation and truck inspection issues. ), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Section 201.207 of the Transportation Code, relating to cross-border transportation and infrastructure meetings, to require the Texas Department of Transportation to meet at least quarterly, rather than semi-annually, with bordering Mexican states and submit to the Lieutenant Governor, the Speaker of the House of Representatives, and each other member of the legislature the meeting minutes and documentation of the views, concerns, and recommendations raised by the participants.

Based on the analysis of the Texas Department of Transportation, it is assumed the costs and duties associated with the addition of two meetings each year could be reasonably absorbed within the agency's existing resources.

The bill would take effect immediately upon receiving a vote of two-thirds of all the members elected to each house or otherwise on September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
