LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 18, 2005

TO:
Honorable Kenneth Armbrister, Chair, Senate Committee on Natural Resources

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB594 by Lindsay (Amending Section 11.085, Water Code, by adding Subsection (w) relating to interbasin transfers of water rights within certain regional water planning areas; and declaring an emergency.), As Introduced

No fiscal implication to the State is anticipated.

The bill would exclude from certain provisions of the Water Code related to interbasin transfers a regional water planning area that contains within its boundaries all or any portion of a county with a population of more that 3.3 million and all or any portion of at least three river basins. These specifications apply only to Harris County and, therefore, the corresponding regional water planning area.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
