No fiscal implication to the State is anticipated.
The bill would increase the period in which a navigation district or port authority is authorized to review and rank sealed proposals for certain construction services after opening the sealed bids from 45 days to 120 days. The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect on September 1, 2005, and would apply only to a request for proposals or bids published or distributed on or after the effective date.
