LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 18, 2005

TO:
Honorable Kenneth Armbrister, Chair, Senate Committee on Natural Resources

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB620 by Janek (Relating to the deadline for evaluating and ranking competitive sealed proposals for certain construction services submitted to a navigation district or port authority. ), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would authorize a navigation district or port authority to specify in a request for competitive sealed proposals a deadline not later than the 90th day after the date of opening the proposals, to evaluate and rank each proposal submitted, if the district demonstrates that 45 days is not sufficient time for a thorough evaluation.

The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005. Provisions of the bill would apply only to a request for proposals, bids, or qualifications published or distributed by a district or authority on or after the effective date.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
