LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 5, 2005

TO:
Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB621 by Janek (Relating to the territory of certain 9-1-1 emergency communication districts.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would affect the Greater Harris County 9-1-1 Emergency Network and the cities it serves in the unincorporated areas of Fort Bend County that are not partially located in Harris County.

Local Government Impact

The Greater Harris County (GHC) 9-1-1 Emergency Network reports that it provides 9-1-1 services to portion of Fort Bend County on a contract reimbursement basis through an interlocal agreement with the Houston-Galveston Area Council of Government. The GHC 9-1-1 Emergency Network indicates that implementing the provisions of the bill would result in the network recovering all costs through the receipt of the 9-1-1 service fee. In addition, the GHC network estimates it would experience a reduction in administrative overhead as a result of passage of the bill.
