No significant fiscal implication to the State is anticipated.

The bill would require the Department of Public Safety (DPS) to conduct a feasibility study regarding the creation of a federal criminal history record clearinghouse. DPS would be required to seek input from persons interested in accessing the information and report to the Legislature on or before September 1, 2006. The bill would require the feasibility study to determine the manner in which material contained in the clearinghouse may be categorized and released, estimate the cost of providing clearinghouse services, and identify barriers to implementation of the clearinghouse and possible solutions. 

 

The bill would take effect September 1, 2005 and expire September 1, 2007.
