No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by allowing the forfeiture of good conduct time from inmates who file frivolous applications for writs of habeas corpus. The bill would take effect September 1, 2005. Because the bill is not expected to substantially add to the inmate population, no significant fiscal impact to the State is anticipated.
