No significant fiscal implication to the State is anticipated.

It is anticipated that any costs associated with the bill could be absorbed within the existing resources of the Department of Housing and Community Affairs.

If it receives a two-thirds majority vote in each house, the bill would take effect immediately. Otherwise, the bill would take effect September 1,2005.

No fiscal implication to units of local government is anticipated.
