No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code relating to the Texas Health Insurance Risk Pool.  Based on the analysis of the Department of Insurance, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

This bill would take effect January 1, 2006.


Local Government Impact

The Texas Association of Counties (TAC) states that for most counties there will be an increase of approximately $25 per employee, per year in health care costs in fiscal 2006. These costs are expected to increase in future years according to TAC.

The Texas Municipal League indicates there will be additional costs to self-insured cities.
