SB823 by Shapleigh (Relating to restrictions on the use of foreign workers in the performance of certain government service contracts that relate to health and human services.), As Introduced

No significant fiscal implication to the State is anticipated.

 The bill would prohibit a public agency from awarding a contract to a contractor or subcontractor
that proposes to perform any portion of the contract with foreign workers.  The requirement would be automatically waived in circumstances under which compliance would create a violation of the specific terms of the Agreement on Government Procurement of the World Trade Organization or any bilateral or regional free trade agreement with which the State of Texas must comply.  The bill would provide for certain other waivers of the prohibition. 

The Health and Human Services Commission indicates that contracting policies and procedures would be modified to conform to this bill but that this could be accomplished within existing resources.
