No significant fiscal implication to the State is anticipated.

The bill would amend Government Code, Section 419.0082 to allow the Commission on Fire Protection to make nonsubstantive clerical changes to a rule without review from an advisory committee. The bill would amend Government Code, Section 419.063 (c) to direct the Commission on Fire Protection to not use funds appropriated for scholarships, grants, loans, or other financial assistance for the administrative expenses of the funds allocation advisory committee.  The bill would also add Government Code, Section 419.063 (d) that would prohibit the Commission on Fire Protection from approving a grant or loan application if an applicant provides fire suppression services and does not report incidents on a routine basis to the Texas Fire Incident Reporting System and participate in the National Incident Management System in accordance with the Federal Emergency Management Agency timeline. In addition, the applicant would be required to furnish sufficient proof of incident reporting at the time of application for financial assistance.
