LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 27, 2005

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB882 by Lucio (Relating to the name, functions, and duties of the Texas Council on Autism and Pervasive Developmental Disorders.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the membership of the the Interagency Council on Autism and Pervasive Developmental Disorders (renamed the Texas Council on Autism and Pervasive Developmental Disorders) and update health and human services agency names to reflect consolidation.

The bill would require the Health and Human Services Commission (HHSC) to determine the funding resources to be used for the council and would direct the council to receive assistance from HHSC or its designee in developing procedures for allocating available funds to programs.

The bill would require funds to be "appropriated" from available resources to allow the council to fund services and activities for persons with autism or pervasive developmental disorders in this state.  It is assumed that the bill does not make an appropriation, but rather requires that existing appropriations be utilized in a certain manner.

HHSC indicates that the bill could result in the reallocation of funding.

Local Government Impact

No fiscal implication to units of local government is anticipated.
