TO:
Honorable Royce West, Chair, Senate Committee on S/C on Higher Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB936 by West, Royce (Relating to practices of school districts that concern the admission process to institutions of higher education. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

Texas Education Agency should be able to cover the cost of conducting the feasibility study with resources already available to the agency.

Local Government Impact

One-time systems modification costs for student records and reporting systems would vary from district to district.  Because the bill would require a significant amount of additional content within each transcript, particularly a comprehensive list of various types of advanced courses available to each student, it is anticipated that significant systems modifications may be required for most districts to comply.  Costs would vary from district to district depending on the extent of needed system changes.
