No significant fiscal implication to the State is anticipated.

To develop and continually update the square footage allowances, cost factors, and regional indexes as required by the bill as substituted, it is estimated that the Texas Education Agency's School Finance and Fiscal Analysis division would require one additional full-time equivalent position.  It is estimated that this position and the associated administrative costs would not represent a significant cost to the agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  To the extent that school districts choose to construct facilities with costs that exceed the allowable levels, there would be additional debt service costs due to the disqualification of those costs from the IFA program.
