LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 20, 2005

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB1000 by Madla (Relating to the regulation of the practice of nursing. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would provide statutory authority for the Board of Nurse Examiners (BNE) to assess a license renewal surcharge for licensed vocational nurses related to the nursing workforce data section of the Department of State Health Services (DSHS). Currently, the Board of Vocational Nurse Examiners (BVNE) is provided this statutory authority. During the 78th Regular Legislative Session, BVNE was merged with BNE.

Because BNE is currently collecting the surcharge for licensed vocational nurses, this analysis assumes that any costs associated with the bill could be absorbed within its existing resources.

DSHS does not anticipate any fiscal impact to the agency.

Local Government Impact

No fiscal implication to units of local government is anticipated.
