No significant fiscal implication to the State is anticipated.
The bill provides authorization for school districts to grant high school credit for courses completed at the higher education level, even if those courses do not conform to the essential knowledge and skills. The bill may make it slightly more possible to graduate early in those circumstances in which a district currently refuse to award credit; this effect is anticipated to be relatively small compared to all dual credit circumstances.
The bill would apply beginning with the 2005-06 school year.
