No significant fiscal implication to the State is anticipated.

The bill would delete language providing an exemption from provisions regarding certain Texas Commission on Environmental Quality (TCEQ) proceeds to a public utility providing utility service in only 24 counties on January 1, 2003. It would also add an exemption from restrictions on utility consolidation for a utility providing service in 24 counties on January 1, 2003. No significant change in TCEQ workload is expected from the changes in law proposed by the bill.

No significant fiscal implication to units of local government is anticipated.
