The bill would amend the Transportation Code to authorize the Motor Vehicle Board of the Texas Department of Transportation to issue or contract for the issuance of dealer, converter, or buyer temporary tags. If this authority was implemented, the bill would require the board to establish reasonable fees for the issuance of the temporary tags in an amount necessary to cover the cost of issuance or the contract to issue temporary tags.
The bill would amend the Transportation Code to extend the expiration date for a temporary buyer's tag from the 21st day to the 45th day after the date of purchase and remove the ability for a dealer to issue an additional temporary tag after the initial expiration date.
The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2005.
Based on the analysis of the Texas Department of Transportation, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
