The bill amends the Government Code and Health and Safety Code and directs the Texas Building and Procurement Commission (TBPC) to identify recycled, remanufactured, environmentally sensitive commodities or services, and to designate purchasing goals for the procurement of those commodities and services by state agencies. In addition, the bill requires TBPC and the Texas Commission on Environmental Quality to regularly coordinate the recycling activities of state agencies. It is assumed that any additional duties and responsibilities associated with implementing the provisions of the bill could be absorbed within existing state resources.
This bill takes effect September 1, 2005.
