SB1090 by Madla (Relating to the powers and duties of a defense base development authority.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to add to the powers and duties granted to a defense base development authority, the power to lease, own, and operate an airport; to lease, own, and operate a port facility for air trucking and rail transportation; the authority to provide security for port functions, facilities, and operations; and, authority to participate in state and federal security programs and efforts. The defense base development authority would be required to obtain approval from the municipality that created the authority before applying for funding from the Airport Improvement Program.

The bill would take effect September 1, 2005 and would apply only to the borrowing of money or the issuance of an interest-bearing obligation that occurs on or after that date.

No significant fiscal implication to units of local government is anticipated.
