The bill would authorize a regional planning commission to render aid to other political subdivisions or other regional planning commissions under mutual agreements for emergency management purposes. A political subdivision would also be authorized to render aid to a regional planning commission under a mutual agreement for emergency management purposes. The bill would take effect immediately if the bill receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.
Under current statute, political subdivisions are the only entity authorized to render aid under a mutual agreement, and that agreement may be with another political subdivision only.
