No significant fiscal implication to the State is anticipated.

The committee substitute relates to the perfection of a child support lien on a motor vehicle. The committee substitute revises the vehicle title lien process and amends Section 157.322 of the Texas Family Code to provide the release of a vehicle title lien done under the provisions of the Transportation Code. The bill adds Section 501.1135 to the Transportation Code setting out the process of delivery of a lien to the Texas Department of Transportation and the issuance of a new certificate of title with the lien noted. The bill establishes the priority and effect of the lien vis-a-vis other liens, and provides that the issuance of a new certificate of title is exempt from fees.

It is expected that any additional work resulting from the passage of this bill could be reasonably absorbed with current resource at the Office of the Attorney General.
