No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code as it relates to the issuance or renewal of a commercial driver's license and the expiration of a commercial driver's license or commercial driver learner's permit. 

The provisions of the bill would implement changes required by Title 49, Code of Federal Regulations, Part 1572.  Noncompliance with federal commercial driver's license regulations could result in the withholding of 5 percent (or $99,685,496) of the state's apportionment of federal highway funds for the first full year of noncompliance and 10 percent (or $199,370,993) for each subsequent year of noncompliance.

The bill would take effect September 1, 2005.
