No significant fiscal implication to the State is anticipated.

The bill would make changes relating to the privacy of protected health information and incorporates the federal Health Insurance Portability and Accountability Act of 1996 (HIPAA) into several Texas statutes including the Family Code, Government Code, and Health and Safety Code.

The bill requires the state auditor to conduct an audit of state agencies to determine which agencies have designated themselves covered entities for the purposes of HIPAA.
