No significant fiscal implication to the State is anticipated.

Under the bill's provisions, the Health and Human Services Commission (HHSC) would adopt rules requiring hospitals to inform elderly persons admitted for a period of 24 hours or more that the pneumococcal and influenza vaccines are available. HHSC would also adopt rules requiring end stage renal disease facilities to offer the opportunity to receive these vaccines to elderly persons who receive ongoing care at the facilities.

Under the bill's provisions, the Texas State Board of Medical Examiners would adopt rules requiring that a physician responsible for managing a physician's office to offer the opportunity to receive the pneumococcal and influenza vaccines to elderly persons who receive ongoing care at the office. The Texas State Board of Medical Examiners would also make available to physician offices educational and informational materials concerning vaccinations against influenza and pneumococcal disease.  

The Department of State Health Services (DSHS) would be required to make available to hospitals and end stage renal disease facilities educational and informational materials concerning vaccinations against influenza and pneumococcal disease, as required in the bill's provisions. The agency indicates that the informational and educational materials would be available through the DSHS Immunization website.

It is assumed that any costs that these agencies incur in implementing the bill's provisions would be absorbed within each agency's existing resources.
