No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize certain municipally owned water utilities to use the design-build method for the construction of a water desalination plant. The provisions of the bill would establish the procedures that would be required for using the design-build method.

The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.
