The bill would revise public notice requirements for RTA rulemaking procedures and would determine more broadly that RTA agreements with a Regional Mobility Authority, TxDOT, the Texas Transportation Commission, or another governmental entity would be governed by statutes and rules governing RTAs.
Based on the analysis of the Texas Department of Transportation, the provisions of the bill would have no fiscal impact to the state.
The bill would take effect September 1, 2005.
