No fiscal implication to the State is anticipated.

The bill would establish procedures for certain emergency services districts with a population of 30,000 or more that employ firefighters, to establish civil service for the firefighters. The bill would also establish that certain sections of Chapters 141 and 142, Local Government Code, would apply to firefighters employed by applicable emergency services districts.

If the population of an applicable district were to decrease to below 30,000, the provisions of the statute would continue to apply to the district.

The bill would take effect September 1, 2005. 


Local Government Impact

Included in the procedures would be conducting an election related to adopting or repealing civil service. Based on information reported by various local government entities to the Secretary of State in March 2004, the average cost per registered voter is $1.29. The costs would vary by emergency services district. It is anticipated that the total costs of an election and other procedures related to establishing civil service and applying sections of Chapter 141 and 142 would have an insignificant fiscal impact on the districts.
