LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 7, 2005

TO:
Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB1434 by Madla (Relating to use of money of an advanced transportation district to finance advanced transportation or mobility enhancement by a county, municipality, or local government corporation.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would authorize an Advanced Transportation District to enter into a contractual arrangement with a county, municipality, or local government corporation and create a lien on and pledge of money transferred by the Texas Department of Transportation or another state or federal entity and the part of the district's sales and use tax that is placed into a separate account for the benefit of obligations issued or incurred to finance any cost relating to advanced transportation or mobility enhancement purposes.

According to the Texas Department of Transportation, the provisions of the bill would currently apply only to the Advanced Transportation District in San Antonio.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
