No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to adjust procedures related to water allocations involving excluded irrigation land and to apply those procedures only to a district in a county within 30 miles of the Rio Grande and within 50 miles of the Laguna Madre. Upon approval by the Texas Commission on Environmental Quality of a water allocation conversion, the district would be authorized to charge a just and reasonable amount for the water supply to the city or water supply corporation. The bill would take effect Setpember 1, 2005.
