No significant fiscal implication to the State is anticipated.

The bill would require school districts that do not participate in the Teacher Retirement System-managed uniform group health coverage program (TRS-ActiveCare) to offer a group health benefit plan for district employees, which complies with state requirements for portability and availability. The TRS-ActiveCare program is already compliant.

Local Government Impact

To the extent that districts that do not participate in TRS-ActiveCare and do not offer a plan that is compliant with state requirements for portability and availability, there could be local cost associated with offering a compliant plan.  District-level information on the characteristics of health plans is unavailable.
