The bill would amend Section 214.214, Local Government Code, to add that the National Electrical Code applies to commercial electrical construction begun on or after January 1, 2006. Under current statute, the code applies only to residential electrical construction.
The bill would amend Subchapter G of Chapter 214 to require that all municipalities adopt the International Building Code as it existed on May 1, 2003, as the standard for all commercial buildings in the municipality for which construction begins on or after January 1, 2006. The International Building Code would also apply to any alteration, remodeling, enlargement, or repair of those commercial buildings. A municipality that has adopted a more stringent commercial building code before January 1, 2006, would not be required to repeal that code and may adopt future editions of that code.
Effective September 1, 2005, municipalities would be required, before January 1, 2006, to establish rules and take other necessary actions toward implementing the code standards. Other requirements of the bill would take effect January 1, 2006.
