The bill would amend the Occupations Code as it relates to providing for public safety during interactions between law enforcement and persons with mental impairments.
The bill would require that an officer complete, as a requirement for an intermediate proficiency certificate, an education and training program established by the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) on deescalation and crisis intervention techniques with persons with mental impairments. The bill would also require officers interested in obtaining an advanced or master proficiency certificate to obtain a mental health peace officer certification from TCLEOSE.
The bill would take effect September 1, 2005.
