No significant fiscal implication to the State is anticipated.

The bill relates to prerequisites to an institution of higher education increasing designated tuition. Under provisions of the bill,  a general academic teaching institution may not increase tuition charged under Section 54.0513, Education Code, unless the Legislative Budget Board (LBB) conducts a performance review and reports findings and recommendations on the increase to the institution. This applies only if the institution increased designated tuition for the preceding academic year by more than 20 percent from the academic year preceding that academic year, the percentage of undergraduates graduating within six years is less than 50 percent, and the percentage of undergraduates failing to meet success initiative assessment standards on initial assessment is greater than 50 percent.
