No fiscal implication to the State is anticipated.
The bill would add Section 49.237 to Chapter 49 of the Water Code to prohibit an area within a district as described in the bill from being included without the consent of the district in the boundaries of a municipality that provides law enforcement or fire protection services. The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.
