FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 1, 2005

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB1524 by Zaffirini (Relating to fees charged for a vital statistics record.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code, Section 191.0045, to authorize county clerks to collect a service fee, not to exceed $1, for the maintenance and issuance of vital statistics records maintained locally.  The bill would extend the authorization for local registrars and county clerks to collect a service fee, not to exceed $1, to records issued through the Remote Birth Access System, which is maintained by the Department of State Health Services.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  There would be some revenue gain to counties in association with the service fee authorized under the provisions of the bill.
