No fiscal implication to the State is anticipated.

The bill would prohibit a municipality from adopting less stringent building requirements than those prescribed by the International Residential Code as it existed on May 1, 2001. A local amendment to building codes adopted before September 1, 2005 would be void except as it applies to a residential structure for which a municipal building permit or other municipal authorization for construction, alteration, remodeling, enlargement, or repair was required and approved before that date.

The bill would take effect September 1, 2005.
