SB1703 by Shapleigh (Relating to providing children mental health and substance abuse services, including school-based services.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the State Board for Educator Certification (SBEC) to require that educator preparation include within existing curriculum training in early identification and referral strategies for students with mental health and substance abuse problems.
 
The bill would require local school health advisory councils to make recommendations to local boards of trustees regarding the coordination of existing school-based mental health and substance abuse services and further development of those services to include prevention, education, and access to related services.
 
The bill would require Department of State Health Services to establish an Office of Children’s Mental Health and Substance Abuse to perform specified coordination functions.
 
The bill would take effect immediately upon enactment with the necessary voting majorities or September 1, 2005.
