The bill would authorize in a county with a population of 1.8 million or more, a not-for-profit entity that maintains county and municipal park property as a nature center under a formal agreement to charge an admission fee. Fees collected may be used only for providing educational programs conducted on, to maintain, or to construct improvements to the county and municipal property. Fees must be audited annually by an independent auditor.
The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.
