No significant fiscal implication to the State is anticipated.

The bill would apply to a corporation and municipality located in a county with a population of 650,000 or more and that is adjacent to an international border. Based on the 2000 federal census and geographic location, the bill would apply only to a corporation and municipality located in El Paso County. The requirements within the bill that would impact the Texas Commission on Environmental Quality would be administrative only; it is anticipated that the agency would be able to absorb those responsibilities using existing resources.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
